Quebec City gives the Saint Lawrence River back to Quebeckers.
The Commission de la capitale nationale du Québec headed the $70 million Samuel-de-Champlain Promenade project to develop a 2.5-km route between the Quai des Cageux and Sillery Hill. The Commission’s mandate for Quebec City’s 400th anniversary was to “give the Saint Lawrence River back to Quebeckers.”
The riverbank design that opened the area to cars, bicycles and pedestrians is the accomplishment of a consortium of Daoust Lestage Inc., Williams, Asselin, Ackaoui Inc., and Option Aménagement. Urban planner and designer Réal Lestage coordinated the design.
At the June 24, 2008, inauguration, Quebec Mayor Régis Labeaume shared his enthusiasm: “The Promenade is loved by pedestrian, cyclist and car driver alike. I have rarely seen such a democratic achievement.”
